Yes, recently BSNL has started offering home delivery of SIM cards. Right now, if you go to the webpage and order a prepaid connection-based SIM for yourself, the company will deliver it to your home.
Note that private telecom operators like Reliance Jio, Bharti Airtel already provide home delivery of SIM cards. But it's too late now

To order a BSNL SIM, go to the website and enter your personal details like – phone number and address (delivery address) etc. After placing the order, the SIM will be delivered to your home. But keep in mind that this facility has started in Gurugram and Ghaziabad for now, so only one who lives here will be able to enjoy its benefits. Currently this service is not available in the entire country.
Can BSNL profit from SIM delivery?
BSNL has been losing customers virtually every quarter for a decade. People of the country are dissatisfied with the company due to network service related complications, coverage issues etc. Besides, there is the burden of debt. In that case, if BSNL does not install the 4G network as soon as possible, then the home delivery of the SIM will be of no use.
